Victoria’s opposition has pledged to scrap the state's involvement in the $7.6 billion VNI West transmission project if elected in November, casting significant doubt over a link AEMO deems critical for NEM reliability. The move jeopardises 1,885 MW of planned interstate capacity designed to unlock curtailed renewable generation. This major policy intervention comes as NEM spot prices plunged 32.9 per cent week-on-week to average $51.34/MWh, driven by the very solar and wind resources the project aims to support. High renewable output, which supplied 45.4 per cent of generation, continues to suppress daytime prices and reinforce the economic case for new transmission.
The VNI West pledge is part of a broader political battle over Victoria's energy future. Energy analysts warn that proposals from the Coalition and One Nation to dismantle current transition policies could reverse recent electricity savings for consumers. One Nation has unveiled an uncosted platform to build new coal-fired power stations and extend the life of existing generators, directly opposing the state's legislated targets. This policy divergence sets up the November state election as a critical inflection point for national energy infrastructure and decarbonisation pathways.
Despite the political uncertainty in Victoria, investment momentum continues elsewhere. In Queensland, Windlab reached financial close for its 400 MW Upper Burdekin Wind Farm, a hybrid project including battery storage that successfully secured a Capacity Investment Scheme agreement. The deal underscores the ongoing flow of capital into large-scale renewables. In a further sign of market confidence, Copenhagen Infrastructure Partners acquired the 104 MW Gawara Baya wind-plus-storage project from Windlab, consolidating its Queensland portfolio.
The business case for such hybrid projects remains compelling. Wärtsilä's strategy lead, Kashish Shah, identified Australia as a premier global market for energy storage, stating the NEM is a "market made for batteries" due to extreme price volatility. This market structure creates a strong incentive for battery deployment to manage the fluctuations inherent in a renewables-heavy grid. However, a panel of industry experts cautioned developers against acquiring mid-life battery assets, warning of unforeseen decommissioning liabilities and end-of-life costs that could erode project value.
Looking further ahead, federal support is targeting the next wave of technological improvements. ARENA has committed $105.6 million to 20 research and development projects aimed at achieving ultra-low-cost solar. The funding programme spans the entire value chain, from photovoltaic cell efficiency to optimising large-scale solar farm operations. A separate ARENA roadmap suggested green hydrogen costs could fall by 68 per cent by 2035, though industry experts expressed skepticism about achieving this target within the proposed timeframe.
Meanwhile, regulators are grappling with the technical realities of integrating these new assets. The AEMC has published a consultation paper on dispatch limits for inverter-based resources, a crucial step in managing how solar, wind, and battery systems interact with the grid to maintain system security. This technical work runs parallel to market debates about risk, highlighted by criticism of Macquarie Group's pivot to gas export opportunities in the Beetaloo Sub-basin, a move seen as prioritising short-term gains over climate commitments.
The Victorian election now looms as a major source of sovereign risk for nationally significant infrastructure. Submissions for AEMO's consultations on gas fees and dispatch compliance are due in September, indicating the detailed regulatory work continues even as the high-level political landscape shifts.
