The Federal Government will mandate Western Australian gas exporters reserve 15% of production for domestic use from 1 January 2028, under a modified national gas reservation scheme. The draft legislation allows producers to defer up to 10% of this volume annually for three years and requires exporters nationally to offer a maximum of 20% of their volumes to the Australian market. This intervention comes as NEM spot prices averaged $52.92/MWh, up 12.6% week-on-week, highlighting the persistent price pressures policy makers are attempting to address through direct market intervention.
While federal policy tightens on supply, state-level planning for renewables is hitting physical and social barriers. The Victorian Government has cancelled the Central North Renewable Energy Zone, citing limited remaining grid hosting capacity for new large-scale wind and solar projects in the region. This move effectively caps further zoned development in a key area. In a similar vein, Queensland mayors warned renewable developers to improve community engagement and project quality or face rejection under stricter new state planning regulations, signalling that speculative projects will no longer pass muster.
Despite these planning headwinds, the project pipeline continues to deliver key milestones. European Energy Australia has finished installing all 200,172 solar panels at its Winton North hybrid project in Victoria. The integrated solar and battery facility, one of Australia’s first, is now expected to begin commercial operations in 2027, demonstrating that well-planned projects are still navigating the tougher development landscape.
Governance of the grid's consumer-facing edge is also being reshaped. In a significant shift, the federal government will retain technical oversight of consumer energy resources like rooftop solar, home batteries, and electric vehicles within its own department. The decision to bypass an independent regulator has drawn criticism from consumer advocates, who argue it centralises control over distributed assets and reduces transparency in rule-making for the burgeoning CER fleet.
Internationally, the pace of storage deployment continues to accelerate, offering a benchmark for Australian ambitions. In Texas, FlexGen and SMT Energy commissioned a 320 MWh battery portfolio in just six weeks to support the strained ERCOT grid. This rapid build-out, along with new hybrid projects like Econergy’s 141 MWh battery co-located with a 92 MW solar farm in Romania, underscores the increasing speed and maturity of storage technology integration globally. Further signalling market maturation, several US firms are advancing second-life battery projects using repurposed EV cells.
Global supply chain strategy is also evolving as nations react to market concentration. South Korea has launched a government committee to rebuild its domestic solar manufacturing capacity and foster next-generation cell technology. The move is a direct response to the growing dominance of Chinese manufacturers in its home market and reflects a broader international push toward supply chain diversification, a trend with direct implications for Australia's own technology procurement and energy security.
Looking ahead, regulatory focus is turning to grid data and consumer protections. AEMO is seeking feedback on its plans for a Market Visibility Framework and new procedures for life support and meter maintenance, with submissions for both consultations closing in October.
